I keep thinking, if modesty is such a serious issues, they could put blindfolds on man, or create women-only zones.
They have women-only and men-only hotsprings in Japan, and people enjoy them naked. I can't wait till Canada have something like that, because the best thing about water is how it feels against /bare/ skin.
