I think that their are legitimate cases for suicide bombings like, and just talking generally, the suicide bombings in Palestine or the ones done by Hezbollah in Lebanon to free it during the early days of the Israeli occupation when there weren't many other means to fight such a powerful enemy (no weapons, training etc.) ... anyways while ostensibly this fatwa is good, i agree with what Sana said about the negative backlash due to its categorical condemnation of ALL suicide bombings without any exceptions and just taking a totally one-sided, narrow view on the matter.
Most suicide bombings today are illegitimate because the target civilians and non-military targets and kill innocents (like most of the suicide bombings in Iraq or Afghanistan today) however, there are some that are legitimate like that suicide bombing by a Jordanian purpose who was a double agent and blew himself up in an American base in Afghanistan killing i think 7 CIA officers and 1 Jordanian intellegince officer of the treasonous Jordanian regime. That suicide bombing for example, is completely legitimate since it attacked an OCCUPIER ... and especially since no civilians were killed/targeted.
